one big difference after the election on november 6th you don't see of course, as many campaign commercials every time you turn on the tv. and you also don't have to look at karl rove or dick morris anymore. they were everywhere before the election, of course. on fox news. 24/7 it seemed. with probably the worst insights into -- and the worst analysis of politics ever given anywhere on any channel. here, for example is what we heard from dick morris on greta van susteren right before november 6th. >> we're going win by a landslide. it will be the biggest surprise in recent american political history. it will rekindle a whole question as to why the media played this race as a nail-biter

where, in fact, i think romney is going to win by quite a bit. >> bill: why didn't they just listen to me? it will be the biggest surprise. how about the electoral vote column? you need 270. will romney get even close to that? >> my own view is that romney is going to carry 325 electoral votes. he will win florida virginia, north carolina indiana. these are states that obama won last time. iowa. ohio. new hampshire. pennsylvania. wisconsin. and minnesota. >> bill: he said 325. he was only off by 1. right? because the winner got 326. oops, that's right the winner was barack obama not mitt romney. so what about karl rove and dick morris? michael calderone is the senior media reporter for "huffington

post" joining us on our news line this morning. michael, we're not going to see him for awhile, huh? >> yes. i think -- i know you're missing him. but i don't think we'll see these guys for a little while. >> bill: here's the deal. i was chatting with some of our friends in the media last night at the white house is this roger ailes just kind of playing games and a little -- this is just a temporary retrieve because people aren't that interested in presidential politics anymore but they'll stay around and they'll be eventually be back on fox? >> well, say what you will about roger ailes. we know he's a genius when it comes to programming and trying to shift fox news to bring in ratings and he did this after the 2008 election. fox's ratings have been slipping during the end of the bush years and they had to reposition themselves. they went with glenn beck right around inauguration day and the

party in 2009. that became the identity of the network. so now we see fox again as trying to figure out well, what happened in 2012 and these guys clearly -- you don't want to tie the network. where are they going to go next? it seems like they're -- morris and rove, for at least the first part, given how badly they did in predicting the outcome of the 2012 election, they won't be around much. we'll see who fox starts putting on the air more. >> bill: good point. of course, karl rove, famously made a fool of himself on election night by attacking fox news and accusing fox news of jumping too soon to declare barack obama the winner and i'm sure that didn't make roger ailes very happy either. speaking of roger ailes, bob woodward story that roger ailes -- mcfarland to iraq to try to persuade -- to try to persuade david petraeus to run against president obama.

this guy's totally shameless right, about being an arm of the republican party. doesn't this sort of prove it? >> i mean it shows that he's -- he's just interested in impacting the republican party and getting his guy in the ring than fox is about covering it. it has been reported before that roger urged chris christie to run and then there was a report in 2011 that he had urged petraeus. but this recording really takes it to another level because although casey mcfarland and -- they say it was a joke, you can hear her on the recording over and over again you know trying to get information to bring back to roger. it is not like it was just a quick joke at the end of an interview. she asks repeatedly. they talk about would murdoch bankroll it and maybe petraeus was sort of brushing some of it off. but at the same time it seemed like she was really trying to get information to give back to roger who for their own belief,

wanted petraeus to run. >> bill: the fact is though, this sort of proves there's no daylight at all between the republican party and roger ailes and fox news, right? they're all part of the same -- is there nothing illegal or wrong with that? i don't know. >> i think you're saying -- i can't think of any other network or tv executive who could get away with something like this. sure msnbc has an identity but you would never have the president of msnbc trying to send emissaries around the world to get people to run on a democratic ticket. it would never happen. regardless of having political point of view. that's one thing. it is another thing to actively try to influence the election. your network is supposed to be covering. roger seems to get away with it. there is just an assumption given his years working for the republican party. a number of positions. that this is -- that he probably has these conversations behind

the scenes and when they come out, whether it is about petraeus, christie or the fact that fox was employing several people who were expected to run for president with newt gingrich rick santorum as well as huckabee and palin. they were pretty much employing the entire stable of candidates expected to run in 2012. a couple who did a womb who didn't. you know, i don't know why it is a last -- to accept that's what fox does. >> bill: that's who fox is. >> just accept it. >> bill: thank you for reminding us, too michael that sarah palin is still on the payroll and so is mike huckabee. michael calderone, senior political media reporter for "huffington post." thanks michael. always good to talk to you. we'll be right back. >> announcer: this is the "bill press show."

washington, d.c. a lot of the news has taken place around the rest of the country. where, as of yesterday recreational use of marijuana is now legal in the state of colorado -- states of colorado and washington. but also yesterday the department of justice reminded us that pot is still an illegal substance under federal law and doj says they will enforce the law. why? the voters have spoken. whatever happened to states' rights? i thought we believed in that stuff. all right. that and a whole lot more here on today's "full court press." but first we get the latest. our current news update this morning from lisa ferguson in los angeles. hi lisa, good morning. >> hey, bill. good morning, everyone. the white house is calling for egyptians to refrain from violence as protests are escalating right now between those who support mohammed morsi and those who opposed him. fierce street battles today killed five people and left more

than 600 injured. outside the presidential palace. that is the worst outbreak of violence since morsi's election. the protests began two weeks ago when morsi took almost absolute power by exempting himself from judicial oversights and his spoofers quickly passed a draft constitution. at a white house briefing yesterday, press secretary jay carney refused to take sides or to say whether president obama supports the islamist leader but he did say the united states continues to have an important relationship with egypt. turning to a disaster here at home, the white house says it will send in an emergency request to capitol hill this week asking for up to $60 billion to help recover from hurricane sandy. if approved, much of the money will go toward rebuilding homes and communities but top administrators say they want at least some of the funds to build up the region's defenses, protecting the area against future storms. and puerto rico could finally

daughters. obama went on a theological question, we don't know how long six days is. i believe in the science obama has said millions of times, we should teach geology and evolution in science class and if you want to teach intelligent design and other theories, do it in religion class. and the important part with rubio is while he does seem to be tempering his first line now with mike allen yesterday after he got a lot of criticism for it he still believes fundamentally that you should teach creationism alongside evolution in classes. that's really where this comes from. his history when he was in florida as a state house speaker was a huge fight over evolution education in florida. he came down on the side of the creationists saying they should be able to teach that in school. a reasonable alternative to evolution. whether or not rubio thinks the earth is 4 billion years old he also believes some of the

nonscientific theories should be taught. >> people should be able to teach the opposite alongside of evolution and alongside of science in public schools. he's saying in public schools. in other words -- is the same position as rick santorum, correct? >> actually, same position as rick santorum, chris christie has said this. >> bill: has he really? >> my colleague and i did a story on this after the rubio thing where we should have went through the 2016 contenders and their relationship with the creationism. and christie has been asked do you believe in evolution or creationism. he said it's none of your business. should they teach it in school? he said i'm not going to tell people what they should teach. he's kind of hedged on it. he hasn't been this firmly against it as mitt romney was. mitt romney said you shouldn't teach intelligent design in school. you should teach -- you teach that in religion class. running theme among the 2016ers that we know so far.

bobby jindal has supported evolution in schools. and chris christie hedged on it. marco rubio definitely has been for it. so it is an interesting underlying early theme. >> bill: but there is a real connection between this and what we talked about at the top of the hour with increasing, overwhelming evidence about climate change and still the science deniers led by james inhoff in this case. but i'm sure rubio and santorum all fall on that oh well, some sciences say that -- but other scientists say this, you know. in the meantime, we don't do a damn thing. >> to be clear, i think if rubio is listening to the scientists on the age of the earth that may -- there's no impression you listen to the scientists on climate change. denying climate change is universally accepted in the republican party. that science is not -- doesn't have much credit there. >> bill: all right. >> bill: 18 minutes after the hour. in studio with us as a "friend of bill," michael -- hello evan

terry mcauliffe what ran the last time will run again. looked like mark warner, senator might run for that. mark warner dropped out. tom perriello former member of congress. you reported on this yesterday. now with the center for american progress. people thought he might run again. >> apparently he really considered running and yesterday he decided not to do it. he decided not to do it and he endorsed terry mcauliffe and said i'm going to stand with him. there was some thought from people on the left, tom perriello is with cap. he's a liberal member of congress. there was some thought that after two presidential elections where the state had gone blue, there was a chance for sort of the left wing of the party to nominate somebody pretty liberal and win the governorship that way and i guess that didn't work out in perriello's math, didn't fit. >> bill: i gotta tell you, you talk about a clear choice between terry mcauliffe former head of the dnc, good friend of mine. good friend of bill clinton's played golf with president obama

our u.s. officials are telling reporters that there's evidence that syria has loaded precursors to chemical weapons on to bombs at airstrips. >> bill: what does that mean? >> sarin nerve gas is probably the agent that assad is most likely to use. deadly nerve agent. made of a combination of chemicals. once mixed it lasts for about 60 days in toxic form. a couple of drops of this stuff on your skin will kill you. >> bill: this is what they used in the japanese tunnel. >> sarin was invented in -- you're right. in the tokyo subway, killed 12, injured thousands. that was a crude device. they were dispersing it in paper bags with little fans. sarin was invented by the nazis at the end of world war ii. never used in world war ii but this is still quite deadly stuff. and just a couple of days ago we thought we might be past this point. president obama used a speech at

the national defense iewfersity to turn to the camera and give a live warning. assad, if you use this, there will be consequences. it appeared to many of us that would back down the regime but it seems to be escalating so there are concerns assad may be close to using the chemical weapons. that's why you're seeing a flurry of activity. u.s. secretary of state hillary clinton is going to be in dublin in the next couple of days and meeting with russian foreign minister sergei lav rov and the u.n. mediator to this crisis and we may be on the edge of seeing moscow finally move, finally willing to give up its support for assad. if that happens, you might be able to broker what most people had given up on, the idea that assad could go into exile. >> bill: because russia has been syria's main ally. >> absolutely. backing it all the way. there again this is our man. we're not going to look like obama did. we're not going to go back down.

obama backed down on mubarak. the russians see that as a sign of weakness. we're sticking with our guy. the rebels are advancing. they're getting increasingly armed first from external sources but also from the bases they captured so they've got heavy equipment now. we talked about this last week. tanks, anti-aircraft that -- weapons that have downed two syrian aircraft in the last two weeks. so you see the assad forces falling back. they're in a fight for damascus at this point. so a lot of the heavy shelling that's going on, it isn't going on up north in aleppo. the syrian army has retreated from the northern and eastern provinces. they're battling for damascus at this point. >> bill: will he be the first dictator to use chemical weapons since saddam hussein? >> saddam hussein used them. his father is rumored to have used them as well. >> family tradition. >> family tradition you're

right. this is deadly stuff. i mean it is not like he needs chemical weapons to kill hundreds of people. he's been doing that. 40,000 killed over 20 months of this war. a couple of million displaced. 200,000 refugees. chemical weapons have that terror element. you drop this on a city. disperses a cloud. and it causes a panic unlike any other weapon. >> you mention a brokered piece that maybe assad would step down and leave. is that really a possibility? is there a chance if russia came in, he would step down? or is he going to battle until the last? >> up until this morning i thought assad was going to battle until the last, go down like gadhafi. he's got nowhere to go. this is his territory. his family has ruled the country for 42 years. he won't give it up. always the hope that something will happen. but you know russia could be the missing element here. if they're willing to come in and shift their support and pressure assad to leave and

offer him a way out maybe he'll take it. it is the first glimmer of sort of a peaceful settlement that we've seen in months. >> bill: i was at the white house briefing yesterday but also it was on monday that jay carney said unequivocally that any use -- he just -- basic, put out the warning. any use of chemical weapon crosses the red line and they've got to be prepared for the ultimate consequence. he on a wouldn't say -- he wouldn't say exactly what that was. does that mean military objection? jay carney said all options are on the table. then the president in his speech, which i think was monday as well, made the same point. there's no doubt they have given the word, right to syria that don't even try this. >> oh, i was there at the national defense university and obama's giving this general talk about cooperative -- nuclear weapons, reaffirming his vision of a world without nuclear weapons but he takes a break in

the middle of it and pivots and is addressing assad and the regime directly. and he says if you use this, there will be consequences. it couldn't have been more clear. >> bill: same with carney. often -- often their language is fuzzy and vague and they don't want -- but when they want to get something across, they know how to do it. >> everyone interprets this as meaning direct military action. it is another escalation here. if assad does this, it is almost certain to bring either nato or u.s. air strikes on assad himself. on his supporters so that the threat is not just to assad but it is to those who would carry out assad's orders. do you this. we're coming after you. >> bill: is there is -- i know the opposition has united, right? are these people -- we may not have any choice, but are these people -- we can trust, we can work with?

that's always the big question. it is not a reason for supporting the dictator which we always used to use -- who are you going to get. but what do we though about the opposition. >> largely brokered by the u.s. there has been an effort to enlarge and unite the coalition of free syrian forces, national coalition -- britain has recognized a group. france has recognized a group. it looks like next week the u.s. will recognize it. this will allow us to send more aid primarily humanitarian but also likely given where we are increased military aid to them which is now going through third parties like qatr. the bad news is these groups run the spectrum. they include al-qaeda-like forces. so two of the military bases that have fallen in recent weeks, two rebel forces have fallen to al-qaeda-like militias who have taken over.

so unfortunately, what you're likely to see is after assad falls, then the real chaos begins. then you'll see fighting between the militia groups, some of which are definitely opposed to the united states and everything we stand for. >> bill: there is enough of a core, you believe? >> so that's the game right now. can you beef up those? can you increase those. so you actually -- i'm not making this up. you actually have diplomats from europe going to the syrian border, in some cases inside syria with suitcases of money to hand out to the political factions we support who can hand this out to local operatives there and you know, it is like chicago-style politics. this is more like your territory here. so imagine chicago -- >> wait a minute. >> i haven't had suitcases of money in my life. >> but if you did -- >> bill: right. >> so you see the effort to beef up the more secular forces to oppose the islamist forces that are present in the opposition.

>> one thing we hear a lot from republicans is the idea that obama backed the arab spring and got involved and has made things not -- has made things worse in the middle east. do you feel like with this assad thing, will we be better off without him and having this opposition in charge instead? do you feel like it is the right thing to do? >> yes. it is the right thing to do. it is what is happening. it is not like we control this situation. this is a region that's in evolution. that's in turmoil. this is going to be going on for decades. >> bill: i hear them say that, too. you go back to when george w. bush said we're going to bring democracy to the middle east. his way of doing it was bombing iraq or iran. bombing afghanistan and -- >> pointing the bayonet. >> bill: there was no democracy. now it is happening under obama. we of have no choice but to be on the side of history here. >> try to influence it as best we can. >> bill: joe cirincione, evan, join in. we haven't talked about egypt

the palace by the same mob. does he survive? >> well, you know revolution is no dinner party. it is no dinner party. things are in turmoil in egypt. largest demonstrations we've seen since mubarak. five killed just last night. so what's happened is morsi -- right on the -- right after he helped broker this peace in gaza. praised by u.s. officials for his role and starting to emerge as a statesman with egypt. starting to -- >> bill: looked like he could be the new -- >> then he assumes extrajudicial powers. he says that he's not subject to any rulings by the court. in part, this was to forestall the mubarak-backed court from dissolving the constituent assembly that had been created to draft the constitution. so he does, in fact, do that.

the constitution goes through the assembly and is passed out but it is not a constitution that the liberals or the nonmuslim forces in egypt are supporting. they think this is too islamist. it doesn't go far enough. it doesn't guarantee freedoms of religion enough. doesn't guarantee freedoms of women. so you have seen this -- an unusual coalition of christians, seculars liberals, protesting. that's what you saw last night. several hundred camped out sitting in front of the presidential palace. a couple of thousand islamists -- muslim brotherhood supporters came in and rouded them -- another crowd comes in and rouds the brotherhood and now you have street fighting, sticks firebombs five dead. dozens wounded. >> bill: does he survive? >> he's quite strong. he's put this up for a referendum december 15th. he says let's vote. mohammed who i know personally

is one of the leaders of the opposition says a referendum is null and void. it is not really fair. but it looks like there will be a vote december 15th. it is like likely the constitution will pass. there is pretty broad-spread support for morsi. we'll see if that puts an end to the protests. >> bill: mohammed, a lot of people were hoping he would run for president. would he have gotten elected? >> no, he wouldn't. i met with him in cairo during this time. he said that he was discouraged by the way the operation was going. declined to run at that point. probably wouldn't have been elected. he still remains a major figure. >> bill: you were at the president's speech on monday where did he talk about syria and other things. and he talked about nuclear weapons and his nuclear weapon strategy which is what, joe? >> a very important speech. remember in prague in april of 2009 first foreign policy speech, he devotes it to nuclear weapons. similarly here, this is his first national security speech since being re-elected

president. and he devotes it to nuclear weapons. he comes down to honor richard lugar and sam nunn who founded this program 20 years ago. the cooperative reduction program. if has eliminated thousands of weapons in russia and other countries but then he takes that and says our job is not done. we have to go further. we have to disassemble the weapons of the bygone era. missile by missile warhead by warhead. bomb by bomb. so he's reaffirming his vision of the peace and security of a world without nuclear weapons. a very important statement. get going. i'm not done yet then to the american people, this is the direction we're going in. >> bill: the administration is doing that. this is an on-going campaign. >> it is an on-going campaign. we're about to see act two. act one, we saw new treaties with the russians. a new direction. a new policy for the united states but it is only half done. it is not complete. we have to make much deeper reductions. stop the contracts for the new weapons. this is what the president's job is going to be over the next 18

secretary timothy geithner who appeared yesterday in an interview with cnbc. taxes are still the major impact and geithner says there is no path to an agreement that does not involve a tax hike on the wealthiest 2%. even some members of the g.o.p. are encouraging lawmakers to support the tax hikes in exchange for a broader deal on health and retirement programs. mainly republicans want to see an increase in the medicare eligibility age as well as a smaller amount of inflation applied to social security. the longer speaker boehner waits on a compromise, less bargaining power he will have. many say now is the time to give in on taxes. it is a big day in washington state for same-sex couples who will be able to pick up their wedding certificates today. voters in washington, maine and maryland approved same-sex marriage on the ballot in november. and yesterday, governor chris gregoire signed that into law calling this the last step for marriage equality in the state of washington.

washington also one of two states to legalize recreational marijuana. the other one was colorado. as of 12:00 this morning marijuana is officially decriminalized in washington. that means anyone age 21 and older can now carry up to one ounce but it is still illegal to smoke that in public. we'll be right back. alright, in 15 minutes we're going to do the young turks. i think the number one thing that viewers like about the young turks is that we're honest. they know that i'm not bs'ing them with some hidden agenda, actually supporting one party or the other. when the democrats are wrong, they know that i'm going to be the first one to call them out. they can question whether i'm right, but i think that the audience gets that this guy, to the best of his ability, is trying to look out for us.

right? i don't know how are we doing here, guys? >> the congresswoman is on her way. >> stuck in traffic. >> bill: okay. another one of those stuck in traffic days. well, i can bring you up to date on what i know is going on because i was part of it yesterday at the briefing and at the reception last night with the white house. at the white house for the -- for one half of the white house press corps. the day started with -- on the fiscal cliff. no real progress made. in fact, one thing we want to talk to congresswoman donna edwards about is the fact that congress is so not happening right now and negotiations so not happening that congress -- members of congress went home last night. president obama very much on the case, went out yesterday morning to meet with members of the business roundtable and he told

members of the roundtable first of all that they -- there's absolutely part of the equation has to be raising rates on the top 2% of americans. without that there won't be any deal. president obama with the business roundtable. >> any formula that says we can't increase tax rates probably only yields about $300 to $400 billion realistically. that's well short of the amount of revenue that's needed for a balanced package. >> bill: just won't cut it. the president said. he also appeared yesterday morning on tom joyner's radio show. and said if you want a deal, if you want a compromise, there's only one way to get there and that's the one thing missing if republicans will agree that tax rates will not -- will not -- the tax cuts will not continue

for the top 2%. he said we've got a deal. >> obama: i think once republicans agree to let the tax rates go up on the top 2%, like i talked about during the campaign like the majority of americans agree to, once we do that, and i think we can get a deal. >> bill: and at the briefing yesterday, jay carney made the same point saying that there was no way -- he said it one more time. in fact, i tweeted out yesterday while i was at the briefing, how many times does the white house have to say that the president will simply not accept a deal unless the tax rates go up for the top 2%? the president will not sign a bill if it includes a continued tax cut for the top 2%. jay carney said that again yesterday. and then he got some surprising support from tom coburn,

conservative republican senator from oklahoma who said you know, the president on this thing is right. what's wrong with raising rates? >> personally, i know we have to raise revenue. i don't really care which way we do it. actually, i would rather see the rates go up than do it the other way because it gives us greater chance to reform the tax code and broaden the base in the future. >> bill: tom coburn saying personally, i don't care if rates happen to go up. maybe with that, there will be enough republicans who will be willing to buck the leadership of their own party to make a deal with democrats. are we wrong to be so optimistic? congresswoman donna edwards joins us in studio now. hey, congresswoman, how are you? i'm glad you're working today by the way. everybody else is -- congress went home yesterday right? >> well, after i leave here, i'm actually headed right to the hill. >> bill: oh, good. let me ask you about -- >> i don't know who gets off on hump day frankly but apparently in the house they do.

>> pretty good deal. >> bill: the whole idea was we're about to go over the fiscal cliff. congress has to come back and resolve it. they come back after thanksgiving. you know, last week, a couple of days not much happened. monday, there were no votes at all. yesterday, maybe tuesday, there was maybe one. yesterday and everybody flew the coop. my friends from california, left town. what's going on? >> it is really kind of ridiculous. especially given where we are and given the critical time, you know, that americans across the country know that we face. and the house -- the republicans yesterday shut down shop at 1:00 p.m. >> bill: 1:00 p.m. but then eric cantor says well, we're not going to recess. we're not going to adjourn until we get a real deal to avoid going off the cliff. what do you anticipate? you're going to be here until december 26th? or do you think -- do you think we're going to work this out? >> i think that we can work it

out. i think what we heard from tom coburn yesterday actually suggests that. what we heard from tom cole previously from oklahoma suggests that as well. and you can see the texture of the deal. it is interesting, this week, of course, democrats in the house started a discharge petition on the middle income tax cuts. i think as of right now we have about 154 signatures on there. we only are to get to 218. that means you know, a bunch of reasonable republicans coming on board, signing the discharge petition, dealing with the middle income tax cuts. it sounds though that if we include -- i agree with the president. there's no way that you can get from here to there without putting a tax rate increase of a mere 4% on the highest income earners. that's what we're talking about here. preserving the middle income tax cuts, getting rid of all of the bush era tax cuts for the upper income levels and then committing to tax reform next

year. sound the like a deal to me. >> bill: does the debt ceiling have to be part of that deal? >> it is ridiculous for the debt ceiling to be part of that deal. except for last year, we would never, in our history negotiated whether or not we're going to pay our bills. that's what we're talking about. it is like saying i'm going to go out and do all of my christmas shopping and then afterwards, i'm not going to pay for it. the united states can't do that and i think that most americans recognize that when republicans brought us to the brink of near default last year that it had a serious impact on our domestic markets, on international markets and that it is just -- it simply can't be done. it is about the most important thing that we have. right now. that is our good name and the president has said rightly, it should not be on the table in any deal. i agree with that. >> bill: he said it yesterday very strongly. jay carney said it strongly at

our briefing. carney speaking for the president. made it clear he was speaking for the president in that case. he always does. every once in awhile, he'll say i want to be sure -- i talk to the president about this. he said it was -- it is the duty of congress to raise the debt ceiling. don't try to play games with it like you did two years ago and it would be irresponsible to hold americans hostage again for some kind of political deal. on the debt ceiling. i want to come back to your math. on the discharge position, 218 -- i forget who was in yesterday who told us it's 27 republicans -- every democrat, we would presume 27 republicans, 27 republicans to break ranks with john boehner and then there will be a vote. >> that's right. that's not a lot. what we're talking about -- maybe it's good that republicans and democrats went back home to their districts on wednesday because they can hear from wednesday until next week when we get back from middle income

earners, preserve our tax breaks. give me my 2k. i think they're going to hear that across the board. i think people should be flooding the offices the district offices their members of congress saying sign this discharge petition. get this deal done. and then we'll all go into -- >> bill: now is the time to do it. >> they're home. that's why they went home to hear and work in their district. got home on wednesday. go visit them today. visit them on friday. stand outside their offices on saturday. and sunday. and make them sign this discharge petition. >> bill: that's it. don't take the democrats for granted. put the pressure on the democrats as well. especially on the republicans all they need is 27. congresswoman donna edwards nearby state of maryland in studio with us. on today's "full court press." join the conversation at 1-866-55-press. we'll be right back. >> announcer: this is the "bill press show." happened and more importantly, what's going to happen tomorrow.

the president i keep making this point the president i saw him the other day held his pen up and said i've got my pen. i'm ready to sign it. the republicans, the only thing standing is john john boehner scheduling the vote. >> actually, right now, in every single district, if members sign on to that discharge petition sitting there right now for the holidays every american can get a tax cut up to $250,000. >> bill: shouldn't this be a no-brainer? >> simple. >> bill: yeah. >> they should just get it done. >> bill: if they don't then every american's taxes will go up january 1. if that happens, who gets the blame? >> i think republicans get the blame for this and i think all of the polling is really showing that. you know, people understand what the president campaigned on and you could be unclear about a whole bunch of stuff but you can't be unclear about the fact that the president was campaigning on giving middle-income americans a tax cut. he said it over and over again.

you guys can do business together. but gotta do it today or can't get there in time for christmas. michael, on your deadline fiscal cliff we know when it happens january 1. the president's got his plan, the republicans have sort of a plan. the center for american progress came out with its own this week, why? you don't think the others are good enough? >> well, what we saw as a real need was a plan for comprehensive tax reform. not just nibbling around the edges but really trying to do something big and bold that would not only raise the revenue that we need and we do absolutely need to raise revenue but fix the problems in the tax code and we don't think that that's something that's going to happen in the next three weeks. we do think that that's something that's going to happen or could happen over the next year. and the parameters for that might be agreed upon in the next few weeks. we really wanted to put that out there and say listen, here are some really good ideas on how to

really fundamentally reshape -- >> bill: first two or three points, what are you proposing in terms of raising the tax rates for the wealthiest go up? what else? >> the basic parameters of the plan, the marginal rates would be similar to what they were under bill clinton. top rate of 39.6% same as what the president has proposed. underneath that, what we've done is we've turned a bunch of the deductions, mortgage interest, charitable deduction state and local tax deduction we've turned those into credits. the reason we did that is because deductions right now they actually benefit people who make more money than people who make less money because if you can deduct money from your taxable income, you actually get a bigger break if you're in the higher tax bracket. turn it into a flat credit so everybody gets the same break. that saves a lot of money for us and it is a lot more fair. so we've done that. we also get rid of a whole bunch of special tax breaks and special provisions and which get rid of the alternative minimum

tax and phase-outs, all sorts of stuff that makes the code complicated and makes people feel like the code is unfair because somebody is getting away with something. >> bill: i should have mentioned this came out from the center for american progress, john pedesta former head of american progress and the current head are certainly part of it. you brought in some other outside experts and big names in this. >> we were really fortunate to have a great group coming and helping us craft this plan. it came from them. people like larry summers the former treasury secretary and economic council for the president. leslie samuels who is the former assistant secretary for tax under bill clinton. roger altman, the list goes on. bill daily, the chief of staff to president obama. really great group. and they have enormous expertise. they also represent you know, really the folks who balanced the budget last time and who

gave us the great economy of the '90s. these are people we should listen to. >> bill: and john pedesto former chief of staff. so question... can the republicans -- the republicans assert we can get all of the revenue we need by simply closing loopholes and getting rid of some deductions. they won't tell us exactly which ones they're talking about right? >> right. >> bill: we can get there. we don't have to raise tax rates. is that -- any truth to that? >> look, there is money to be had in reforming the code and getting rid of some of the deductions and credits and reforming them. no question about it. but if you just do that, and actually if you do that and lower the rates as the republicans proposed, what you end up doing is cutting taxes for people at the top and raising taxes for people in the middle and the bottom and that -- we don't think that's a good approach at all. but what we've done is combined

the rates from clinton with a similar reform and we've gone point by point and you can go through and look at it if you really want the details but we've done it in a thoughtful way. not kind an across the board way and what the result is that we get higher taxes from people at the top. around slightly lower taxes for people making less than $100,000. >> bill: if they do -- what do we know about which deductions and loopholes that they're talking about? is it mortgage interest? everybody says that they've got to eventually get to the mortgage interest deduction. >> republicans have been very careful about never mentioning which provisions -- i can't tell you what they're thinking. >> bill: what's out there? farm subsidies or oil and gas subsidies? >> there are some things that should be no-brainers. the oil and gas tax subsidies should be a no-brainer. the special tax break that hedge fund managers get where they get

to pretend -- carried interest, that should be a no-brainer. mortgage interest is something we should be thinking about reforming. our plan turns it into an 18% credit which means if you have $10,000 in mortgage interest, you get an $1800 tax credit right off the bat. and that's true for anybody who has $10,000 in mortgage interest. today, if you're $10,000 in mortgage interest and you're in the 35% tax bracket you get a $3500 tax benefit. if you're in the 15% tax bracket, you only get a $1500 tax benefit. that doesn't make any sense. we phase it in because we know there's impacts on the housing market. but that's a good way to go after these things and reform them without getting rid of them entirely. >> bill: otherwise we don't really know the targets -- >> the republican targets we don't know at all. they just won't tell us. >> bill: now yesterday at the briefing, jay carney and jason firman was there from the

economic council deputy head, whatever, they made an argument which you just alluded to and i didn't understand. so maybe you can clarify it. talking again with michael linden, the director for tax and budget policies. policy wonk. here he is right here. >> the elusive policy wonk. we're like big foot. >> bill: the argument was made by both jason firman and jay carney that one of the reasons for letting the highest rate go all the way up to what it was under bill clinton 39.6%, is that it would make it easier and i want to say something else, tom coburn, the senator from oklahoma made the same argument yesterday. you heard it twice yesterday that going back up to 39.6% would make it easier to do full-scale tax reform down the road. not that far down the road but get into 2013, get the fiscal cliff thing behind us. why?

>> i think tom coburn and the president have slightly different reasons for it. but the problem with just doing tax reform when you don't have the rates going back up is that these deductions and credits that we're going to have to go after to reform, they primarily benefit people at the top. but they also benefit middle-class families. and if you just change those then what you end up doing is raising taxes on middle-class families as well. to get the same amount of revenue. in other words, if you're trying to get a revenue target, let's say $1.6 trillion which is what the president wants. you try to do that just by reforming the code, without the rates. you don't touch the rates. the only way to do it is to get the money out of the middle class. the president doesn't want to do that and most people don't want to do that. but if you let the rates go back up, you're basically halfway to your revenue target and you can get the rest of the revenue from reforms without hurting lower and middle class people. >> bill: and when you and the president are talking about

reforms then your's talking about credit -- >> we're talking about turning some of the deduction into credits, getting rid of the tax breaks that go only to very specific people. we're talking about making this tax code a little simpler for people to file. under our plan, for example 80% of taxpayers would just take a standard credit, a $5,000 standard credit. they wouldn't have to item asize or worry about what kind of income comes in and goes out. they would find their tax bracket. they would take a $5,000 credit and be done. >> bill: would this include tax advantages for shipping jobs overseas or -- >> no. on the corporate side, to be fair, we don't do a whole lot of specifics on the corporate side. we do think that the corporate taxes should go up a little bit. as part of a broader reform. >> bill: but there are also some deductions and some loopholes there. >> absolutely. no question about that.

announced next year we'll do one of our existing mac lines in the united states. they're going to start creating some jobs here in america. >> bill: you know, that's a bfd. >> great news. >> seriously. >> bill: it is great news. we knew shortly before he died, steve jobs was at a very small dinner of high tech leaders with president obama in silicon valley and steve jobs says those jobs are never coming back, mr. president. stop talking about it. they ain't coming back. >> he was wrong apparently. >> bill: well, that was his policy and now somebody else is in charge. >> this is going to be building apple computers. they're still going to be building iphones and eye pats in china which makes up most of their business but this is a very good first step to bring jobs to america from apple. good for them. >> bill: i wonder where. >> they haven't announced where. we're tweeting at bp show at bpshow on twitter.

we're talking about the fiscal cliff. ruth says i've said for a long time republicans are so far to the right they're falling off the edge. i didn't realize it was a cliff they were up against. mark says i have my seat belt on and i'm ready to go over the cliff. no deal is better than a b.s. deal. and skip says the g.o.p. is on their way to wiping out the remainder of the middle class ending social security medicare and medicaid and home mortgage deductions. >> bill: so, michael, we hear that more and more from democrats that better to go over the cliff better no deal than a bad deal. do you agree? >> yeah, i do agree. it depends on how bad the deal is but there is a spectrum. >> bill: if the deal includes extending the bush tax cuts for the wealthiest of americans for another two years. >> no. that's not a deal worth making. that's just not a deal worth making. the fact of the matter is we're at a tough spot. we're caught between a rock and a hard place.

we don't want to go over the cliff. if we can avoid it, the congressional budget office says we'll have a recession next year if we go over the cliff and stay over the cliff. >> bill: even though it is a slope and not a cliff. >> that's right. the idea that if we're on january 1st there will be some kind of explosion, that's really not the case. if we go over and stay over, we will have -- there will be a negative economic effect. so we would like to avoid that. on the other hand, we've really got to do something about our tax code. it is just failing. it is failing at its most basic task which is raising the money that we need to raise to fund the government. and this idea that -- >> bill: it is unfairly applied. >> absolutely. this notion that -- there are many millionaires who are paying lower taxes. i can think of one off the top of my head. i don't know, mitt romney who gets away with paying much lower rates than middle income people. this is an opportunity to

address that. >> bill: kevin has a comment from alloway new jersey. hi kevin welcome. >> caller: how you doin'. i was talking about -- you guys were talking about the money that mitt romney and warren buffett -- warren buffett is ready to pay up but mitt romney is not. is there anything in the new deal that addresses that situation? >> bill: kevin good question. >> in our plan, we would address that situation a couple of ways. one of the reasons mitt romney is able to get away with such an incredibly low tax rate. >> bill: 14%. >> he takes almost all of his income in capital gains. that's taxed at 15% which is the same rate that middle income people pay. under our plan, that same income would be taxed at 28%. that's the same rate that was signed into law by ronald reagan in 1986. we it had it through the '90s. that would basically ensure people like mitt romney are not able to pay extraordinarily low rates on their income.

>> bill: we have to remember that this is classically called unearned income. money that they really don't work for. that's another failure of the tax code to me is that people that really bust their butts and work up a sweat and have to take a shower when they get home from work, they pay a higher rate on that income, a much higher rate on income than people who just sit home and clip their coupons. >> that's absolutely right. there are a whole bunch of other loopholes that mitt romney is taking advantage of including stashing money in his i.r.a. and all sorts of things we would crack down on and address those issues of fairness. that really is a problem when you're filling out your taxes. you're thinking how come i'm doing this. i'm sure there's rich guy out there getting away with something. the fact is, there are. >> bill: it is the big debate. the big issue in washington. the outline of where the president wants to go. where republicans want to go. we've got a new player here.

obama's decisive victory this is the best news yet to come out of election 2012. we're into the going to have to watch karl rove and dick morris anymore. yep. roger ailes has decided that the republican prop propaganda network will be better off without the two right-wing political pundits mainly because after how bad they predicted things during this election season, nobody can believe anything they say anymore. dick morris, of course, first predicted obama would drop out without running for a second term. and that it would end up being hillary clinton versus condy rice and then, of course, he predicted mitt romney would win by a landslide. karl rove also predicted a romney landslide and most famously, made a total fool of himself on election night when he accused fox news of caving in too quickly to declare president obama the winner because rove insisted that ohio was still going to go for romney. so there you go. dick morris and karl rove, the
